The New York State Department of Environmental Conservation (DEC), the New York State Department on Health (DOH), the New York State Environmental Facilities Corporation (EFC), and the New York State Energy Research and Development Authority (NYSERDA) were charged by DEC Commissioner and EFC Chairman Pete Grannis with incorporating two policy goals, Smart Growth and energy efficiency, into the administration of the Clean Water and Drinking Water State Revolving Funds (SRFs). A workgroup representing these agencies examined how financing for water quality infrastructure can be better utilized to support and promote Smart Gowoth and energy efficiency in New York State.
