The MWBE-EEO Program focuses on organizing, conducting and participating in outreach activities that enhance prospects for minority and women-owned businesses through subcontracting opportunities on all funded State Revolving Fund (SRF) projects. EFC provides comprehensive MWBE Program training, technical assistance and guidance to municipal representatives.

The State of New York has negotiated with the USEPA Region 2 an overall fair share objective. For the majority of upstate projects, there is a 6 percent Minority Business Enterprise (MBE) participation goal and 6 percent Women's Business Enterprise (WBE) participation goal. For downstate, there is a 21.5 percent MBE participation goal and 13.7 percent WBE participation goal.
