If your facility is located in the metro area (New York City metropolitan area means; All of the city of New York, and Nassau, Suffolk, Westchester and Rockland Counties), you must obtain a permit or registration from NYS DEC unless you can meet all the requirements of the new exemption. Everyone must use EPA compliant coatings regardless of how much paint and solvent you use.
