New York's CWSRF provides low-interest rate financing to construct water quality protection projects and has gained widespread recognition as one of the most successful Programs in the country. As the financings are repaid, money is available to be used again for new financings - a true revolving fund.
In existence since 1990, the Program has provided more than $12.6 billion in CWSRF financing. This funding will save recipients significant interest costs. For communities with demonstrated financial hardship, the interest rate may be as low as zero for the duration of the financing.
Communities all across New York State have benefited by receiving financial assistance for the planning, design and construction of a variety of projects that protect water quality.

The United States Environmental Protection Agency (EPA) provides federal oversight of the CWSRF in all 50 states and Puerto Rico. EPA oversight reports commend EFC for meeting all CWSRF expectations.
EPA has recognized the New York State CWSRF program with a "Pisces Award for Performance and Innovation in the SRF." EPA commended EFC's creativity in financing practices as well as leadership in financing nonpoint source projects. Click for a summary of the national Pisces Awards.
