Clean Vessel Assistance Program

There is currently funding available and applications will be continuously accepted.

The Clean Vessel Assistance Program (CVAP) is a federally funded program that provides grants to marinas for the installation, renovation, and replacement of pumpout stations for the removal and disposal of recreational boater septic waste.

CVAP provides up to 75% of eligible project costs up to $60,000 to marinas, municipalities and not-for-profit organizations for installing or upgrading their pumpout boats and up to $35,000 for installing or upgrading stationary pumpout units. Additional CVAP grants are also available for the operation and maintenance of pumpout facilities, as well as educational projects that address the benefits, use, and availability of pumpout stations. CVAP grants are federally funded through the United States Fish & Wildlife Service and administered by New York State Environmental Facilities Corporation.

Clean Vessel Act funding is supported through the Sport Fish Restoration Fund and your purchase of fishing equipment and motor boat fuels.

Construction Grant Program

The CVAP Construction Grant Program provides funding for up to 75% of eligible project costs with a maximum of up to $60,000 for a pumpout boat and $35,000 for a stationary unit per project.  These grants assist marinas, municipalities, and not-for-profit organizations install new or replacement pumpout and dump station facilities to receive sewage from recreational marine vessels.

Facility Upgrade Grant Program

The CVAP Facility Upgrade Grant Program provides funding for up to 75% of eligible project costs with a maximum of $35,000 per project.  This grant program is available to any applicant who has received prior CVAP grant funding.  Upgrade grants do not require an Initial Application and the Upgrade Application is a shorter form than the Construction Grant Final Application, making the process simpler.

Information & Education Grant Program

The CVAP Information & Education (I & E) Grant Program provides municipalities and not-for-profit organizations with funding for projects that promote the understanding and use and knowledge of pumpout stations in their particular area.  Grants are provided for up to 75% of eligible project costs with a maximum award of $5,000 per project.

Operations & Maintenance Grant Program

The CVAP Operation and Maintenance Grant Program (O&M) provides assistance for the annual operation and maintenance of CVAP funded pumpout facilities.  Grants are provided for up to 75% of eligible costs up to $2,000 for land-based pumpout facilities and $5,000 for pumpout boats.
