How do I apply for CWSRF Financing?

In order to be considered for CWSRF financing, applicants will need to complete two major steps and submit the following:

  1. A Project Listing Form- EFC staff use the project information provided to score, rank, and list projects in the Intended Use Plan (IUP); and
  2. A Complete CWSRF Financing Application- if your project is listed on the Annual List of the IUP. This application provides details regarding the project costs, applicant credit information, and other information to size the financing and prepare documentation.

Getting Your Project Listed on the IUP

New projects can be provided to EFC through the Project Listing and Update System (PLUS).  PLUS allows the community to complete a Project Listing Form for each new project in a web-based database.  The information in the Project Listing Form is then used by EFC to review and score the project.  Applicants are strongly encouraged to upload documents related to their project through PLUS.  Additonal documentation will provide EFC greater detail regarding the project, and therefore allows for more accurate scoring of the project.

Applicants are encouraged to submit listing forms through PLUS for all potential projects.   All projects are scored, categorized by population size, and listed on the CWSRF Intended Use Plan (IUP) Annual List or Multi-Year List.   Projects above the subsidy lines on the final IUP Annual List can receive CWSRF subsidized financing.  Subsidy lines are identified on the IUP Annual List.  Projects below the subsidy lines on the final IUP Annual List may become "reachable" for CWSRF subsidized financing later in the IUP financing period.  Unsubsidized financing may also be available for projects not reachable for subsidized financing.  

If unable to use PLUS, EFC is providing access to hard copies of the CWSRF Project Listing Form, and will accept them.

IUP Listing, Scoring and Ranking Process

The project description and other information provided by the applicant on the project listing form is used to score and rank projects (described in detail in the IUP). It is important for applicants to provide adequate information for EFC project engineers to properly score projects.  Once EFC project engineers score each individual project, projects that are expected to be ready for the next financing period will be added to the Annual List.  Projects on the Annual List are placed within population categories and ranked based on the Project Priority Score.  Projects that may be ready for a future financing period are added to the Multi-Year List.  
For Municipal Applicants

Municipal applicants may apply for financing for any CWSRF-eligible project. A municipality means any county, city, town, village, district corporation, county or town improvement district, Indian reservation wholly within New York State, any public benefit corporation or public authority established pursuant to the laws of New York or any agency of New York State which is empowered to construct and operate a project, or any two or more of the foregoing which are acting jointly in connection with a project.

For Not-for-Profit Applicants

Only not-for-profit organizations which are authorized to acquire land for water quality protection purposes under Article 49 of the Environmental Conservation Law are eligible to apply for CWSRF funds to finance land acquisition projects for water quality protection.

For Non-Municipal Applicants

Non-municipal entities may apply for financing CWSRF-eligible nonpoint source projects in Category E of the IUP for projects including, but not limited to:  brownfield remediation; landfill leachate collection, storage and treatment; landfill gas collection; landfill capping; stormwater management; waterbody restoration; and failing decentralized septic systems.

Submitting a CWSRF Financing Application

After a project is listed on the CWSRF Intended Use Plan (IUP) Annual List, the applicant may submit a CWSRF financing application to EFC.  Although applications are accepted on a continuous basis, an application deadline is necessary to coordinate work on a large number of projects expected to participate in subsidized financings.  Applicants with projects below the IUP Annual List subsidy lines may submit a financing application at any time if interested in receiving unsubsidized financing.

Applications for subsidized financing can be submitted anytime prior to March 1st of each IUP financing period.  Applications for unsubsidized financing are accepted on a continuous basis. The application deadline for subsidized financings helps ensure that these financings can be closed by September 30th, the end of the IUP effective period.  If the deadline is not met, an applicant’s financing may be postponed to a future date. 

In order to meet your needs for timely access to your funds, you should plan on submitting your application at least four to five months prior to the time you need the funds.  This will give EFC adequate time to process your application, request clarification, prepare closing documents, and ensure you are able to receive disbursements. 

The CWSRF application for Municipalities was revised in October 2010 as part of EFC's continuing efforts to improve the application process. The forms and guidance documents in the revised and updated application package should be used going forward so that applicants will not be completing forms that are no longer required as part of the application. Previous forms that have already been completed may still be accepted by EFC,  but may need to be followed-up with additional information. Some significant changes in the revised package include: a revised application form, a revised application checklist, a revised MWBE guidance document, and a new guidance document titled "Typical Requirements for Financing Through the New York Clean Water State Revolving Fund."
